Santos O. Muñoz is a retired U.S. Air Force officer who proudly calls Loudoun County, Virginia home after 24 years of dedicated service to our nation. A native of Carolina, Puerto Rico, Santos received his commission through the Air Force ROTC program at the University of Puerto Rico in 1996. He holds a Bachelor’s degree in Business Administration and a Master’s in Labor Relations from the Interamerican University of Puerto Rico.
Throughout his distinguished military career, Santos established himself as an expert in operations, training, education, and evaluations, overseeing advanced weapon systems and emerging technologies across tactical, operational, and strategic domains. As a leader in policy, doctrine, and governance, he held executive-level roles, managing organizations of over 20,000 personnel and directly supervising teams of up to 30 members. He was responsible for defense assets valued at over $2 billion and contracts worth up to $300 million.
Bilingual in English and Spanish, Santos has a proven track record of leading diverse teams to exceed goals while improving efficiency and reducing costs. He played a vital role in coordinating high-level national decisions involving multiple federal agencies, multinational partners, and the Intelligence Community.
Today, Santos continues his service as Chair of the Education Committee on the Governor of Virginia’s Latino Advisory Board. He actively supports faith-based organizations and works alongside Main Street families, veterans, and Hispanic communities to advance financial literacy and entrepreneurial opportunities.
Santos is honored to be a candidate for the Dulles District seat on the Loudoun County School Board. He is committed to representing parents and community members with transparency, accountability, and respect.
